Stakeholder Engagement in R&I for the Green Transition: New Working Paper

The European Commission has published a new working paper, “Comparative analysis of Horizon Europe Cluster 5 & 6, Partnerships and Missions,” as part of the interim evaluation of Horizon Europe. The paper supports the broader assessment of how R&I activities contribute to the Green Transition.
The analysis shows that Horizon Europe effectively enables diverse, cross-sector collaborations aligned with Green Transition goals. However, to maximise impact, the study highlights the need for more open-ended, bottom-up, inclusive engagement approaches.
By meeting stakeholders on their own terms and recognising their distinct capacities and needs, framework programmes can strengthen participation and leverage their unique roles in the Green Transition.
